Bisbee adds parks and streets crews to ADC inmate labor contract, raises rate to $1.00 per hour

Public Works Director Matthew Gurney told the council that Contract Amendment No. 2 corrects an oversight by formally adding parks and streets crews to the city's existing Arizona Department of Corrections inmate work crew agreement. The amendment also extends an earlier wage increase for covered crews, raising the rate from $0.50 to $1.00 per hour for the newly included crews.
Gurney said he did not anticipate the Arizona Department of Corrections would authorize retroactive payment for the period the wage increase was not applied to those crews and that, going forward, the wage correction would apply prospectively. Councilmember Trish Damon asked about back pay and Gurney responded that retrospective payment was unlikely. Council voted to approve the amendment unanimously.
