Bisbee council approves Series 11 liquor license for Warner Hotel after neighborhood support

Mayor Ken Budge and the council approved a Series 11 liquor license for the Warner Hotel, 55 Angius Avenue, at a special meeting July 28. Applicant Kevin Cole Van Norman told the council the license would allow modest evening alcohol service in the hotel café-lobby and help facilitate guest check-in when arrivals occur after daytime café hours.
"Keeping it open later would allow for smoother guest check-in," Van Norman said, explaining the café also serves as the hotel lobby and that all alcohol would remain inside the café and hotel premises. Residents who spoke in favor described the owners as responsible neighbors: Renee Riksheim said the owners had been "responsible, considerate, and responsive neighbors," and Acting City Clerk Nina Williams read a letter from adjacent residents Frank Flanders and Chad Larson saying they had "never had a single complaint related to the operation of these businesses" and "wholeheartedly support the granting of a liquor license."
Council members asked operational questions about hours, staffing and how the café would differ from a bar. Councilmember Mel Sowid and Councilmember Cesilia C. Garcia received assurances that hotel and café staff would share responsibilities and that management lives nearby and would respond to larger problems. Councilmember Pete Skinner praised the hotel and the use of Arizona-produced wine and beer.
Councilmember Karen Schumacher moved to approve the license application, Councilmember Skinner seconded, and the motion passed unanimously.
