City confirms ownership of portion of Miles Drive; engineers to estimate survey cost for 2026 budget

City staff reported a property owner, Jay Spurlock, raised questions about ownership of a portion of Miles Drive that appeared to overlap privately owned land. City Administrator Michael Grayum said staff and the City Attorney confirmed the city owns the road and that city engineers will prepare a cost estimate for a full road survey to be considered in the 2026 budget.
Grayum said the road was constructed in the 1970s and that county, surveyor, and developer error contribute to the present boundary question. Staff also re-shared annexation petition materials previously provided in September 2024 and told Mr. Spurlock the petition and associated fees were required to pursue annexation; the minutes state no petition or fees have been submitted to date.
The minutes do not list a dollar estimate for the survey, a timeline for when engineers will deliver the estimate, or next meeting dates for further action; staff indicated the survey cost estimate will inform 2026 budget discussions.
