Council to pull several properties from historic-district nominations after owners object

The Beacon City Council reopened a continuation of the public hearing on proposed historic-district and landmark overlay nominations and heard a formal objection from a property owner, Josh Fox, who asked the council to remove 11 North Elm Street from consideration.
Josh Fox told the council he received short notice and that the nomination inventory contained errors. “I respectfully, but firmly asked the council to remove 11 North Elm Street from consideration,” Fox said. Council and staff described outreach and an FAQ packet that had been mailed to owners and discussed options for handling nominations where owners objected, were silent, or affirmatively consented.
Planning staff summarized outreach efforts, noted new photos and revised FAQ language, and described the process that follows a nomination (building-inspector review, certificate-of-appropriateness for front-facade changes, potential economic-hardship waivers, and the possibility of splitting votes into grouped resolutions). Councilmembers debated whether to vote on only affirmative yeses and to hold or remove properties with objections; the consensus in workshop was to prepare multiple resolutions for the July 6 meeting: one listing affirmative approvals, one capturing affirmative removals, and a third addressing adjournments or those requiring more time.
Council members identified a set of properties to be withdrawn or held pending outreach and confirmation, including (as announced in the workshop): 11 North Elm, 17 Church Street, 159 and 194 Fishkill Avenue, 26 South Chestnut, 26 South Avenue and 30 South Avenue. Staff said owners were notified by certified mail and that some inventory forms had been corrected after owner requests. The council requested written summaries and memos ahead of the July 6 meeting to ensure clarity for voters and owners.
