The plan breaks projects into general, water and sewer funds and prioritizes near‑term purchases such as a new ladder truck and equipment for public safety, upgrades to streets and sidewalks, and investments in recreation infrastructure. Staff flagged a $1.95 million ladder truck and an 80/20 federally funded Beekman Street pedestrian and bicycle improvement project; staff said the local match can be covered by state touring‑route funds. The council voted to open a public hearing on the capital program on June 15 so residents can comment on the financing scenarios and project list.
