Staff said CPC/CPZ completed a 100% plan set with a construction estimate of $1,489,710 and a recommended 20% contingency, bringing the total to $1,787,652.
"The CPC construction phase estimate is $1,489,710," administration said while summarizing funding and the proposed use of restricted building department funds. Commissioners debated at length whether to renovate the 1970 building or demolish and build a new 4,000‑sq‑ft facility. Commissioner concerns included long‑term viability of renovating a flood‑plain structure, limited second‑floor usability, maintenance and roof replacement needs, and whether designating the funds and moving forward with an RFP would forfeit the opportunity to study a new building option.
After discussion a motion to proceed with the RFP for the renovation design was moved and seconded. The motion carried by majority (record shows one opposed). Several commissioners asked staff to return with a 'track B' conceptual estimate and to report back on whether bidding results require a different course of action.
