Uintah City staff reviewed a set of Animal Shelter budget requests during a Dec. 29 staff meeting, prompting questions about cost and procurement. The shelter proposed an $80,000 emergency generator for ventilation and environmental control, roughly $80,000 for a Community Outreach Coordinator position, a $5,000 utilities increase and about $34,000 for additional security cameras.
Staff said a new director has tightened accountability after past operational problems. Tom (Washington Terrace) reviewed shelter operations and noted improvements. Several staff members raised fiscal skepticism, arguing the generator and vehicle purchases may be more expensive than necessary. One example cited was a greenhouse air-exchange alternative estimated at about $7,000 as a lower-cost ventilation option. Staff also questioned proposed three-quarter-ton trucks priced near $85,000 and suggested less costly vehicle options were available.
Officials also criticized the timing of some budget approvals, saying minutes were delivered after county budget deadlines and that, once appropriated, funds are difficult to recover. Staff urged attendance at future shelter board meetings to press for cost controls and to explore volunteer enablement and lower-cost alternatives. No formal votes were taken at the staff meeting.
