The proposal included design and screening requirements, a 15-foot height cap, and a prohibition on future conversion to habitable space.
Commissioners questioned why the provision would be limited to garages rather than allow other structures or habitable space and expressed concern about setting a precedent that others might seek to replicate. Several commissioners said limiting the allowance to garages made the proposal more palatable. After extended discussion, the commission voted to send the item back to Planning & Zoning with a direction to consider expanding the conditional-use scope beyond garages; the motion carried 5-0 and the item was tabled.
Staff said if Planning & Zoning updates the language it could return for a first reading in early April.
