Dave Dixon told the board the City Commission had sent back an ordinance that removed a prior limitation restricting front-setback construction to garages on three specified lots. Staff recommended retaining a conditional-use requirement for any new construction in that front area and applying criteria to ensure architectural compatibility, adequate parking, and safe vehicle movement so cars would not need to back onto Lighthouse Drive.
Dixon told members plainly that a component of the approval criteria would be safety-focused: "All parking stalls, whether interior or exterior, shall not have an egress that requires backing out on to the right of way," he said, adding staff could expand that wording to prohibit both backing in and backing out. Staff also recommended a 40% maximum lot-coverage cap for a full teardown-and-rebuild scenario on those three lots; current coverage is roughly 25%, and the cap would limit the maximum buildable footprint. The board moved, seconded and voted to recommend the ordinance and the board’s suggested criteria to the City Commission.
