Staff presented a rate plan derived from a recent consultant study and recommended a smoothing approach over multiple years to fund infrastructure replacement and maintenance in the water, sewer and stormwater systems.
"It will now be $65.28, $84.27 average bill, and $10.60," the City Manager said when describing the new average monthly utility bill under the FY27 proposal (water, sewer, stormwater). Staff said the plan increases fixed and usage charges modestly (examples: 38¢ increase to water fixed fee, 46¢ per unit usage increase and similar sewer changes) and that the enterprise funds together should generate roughly $450,000 in additional revenue across utilities.
For solid waste, staff proposed a $2.50 monthly increase (from $25 to $27.50) to cover contract and tipping‑fee increases; staff noted that curbside service, drop‑off sites, leaf/brush pickup and compost operations are included in the fee. Commissioners asked for household‑specific examples and staff offered to provide tailored bill estimates for individual meter sizes.
