Staff told the commission that Cinder Pond Marina suffered major failures during the winter storm and that the city secured a $1.7 million DNR grant that requires a roughly $1.7 million local match. To avoid tapping general fund reserves, staff recommended bonding for the match and packaging other prioritized capital projects into a 2–3 year bond strategy.
"We were fortunate enough to get a significant grant from the DNR for 1.7, and we, have a matching requirement of 1.7 as well," the City Manager said. She explained that staff would revisit marina rates and the marina fund’s ability to cover bond payments before finalizing an issuance and noted engineers must confirm projected user‑rate capacity.
Finance staff outlined a standard municipal process: identify projects, work with municipal finance advisors and bond counsel, determine structure and timing (target Jan–Mar issuance), and present an amortization schedule to the commission for authorization. Commissioners asked about bond term, the city’s capacity and whether a millage would be required; staff said general obligation bonding is planned (not a new voter millage) and emphasized careful matching of debt service to project revenue streams.
