Staff and the applicant described the obligations in the annexation agreement: the proponent (Dan Larson) would construct certain public improvements and the city would pay for upsizing some utilities (for future development) out of capital funds and impact fees; road rights‑of‑way and standards that the county had raised were clarified during the presentation. The council debated whether the council should assign RM (multi‑family) zoning or R2A (detached) zoning for the parcels and whether a development agreement or a code change was the appropriate tool to secure community expectations. One council member proposed amending the agreement to require detached single‑family form while preserving the density; the amendment failed and the original motion to approve the development agreement (with the zoning designated in the packet) passed in the roll call.
Council and staff emphasized the need to (a) ensure reimbursement mechanisms for the upsized pipe work when adjacent parcels develop, (b) protect residents from unanticipated impacts of future development, and (c) consider whether additional code work is needed to make the RM zone reflect the community’s preferences for lot frontage, setbacks and open space. Mayor Jacobson announced the motion adopted at the meeting. The developer may proceed to final plat and subsequent permitting per the development agreement and annexation conditions.
