"If we take that out, we would then be looking at only a net, expenditures over revenues of 427,000," the City Manager said, urging the commission to consider postponing some facility and discretionary requests. Staff emphasized that the $1.2 million figure represents department requests held in an "AP undistributed/unclassified" holding category for further discussion.
Staff recommended a mix of options: delay noncritical facility work, seek grant or alternative funding where feasible, and consider multiyear bonding for large infrastructure items rather than using general‑purpose fund balance. Finance staff said the city’s minimum fund balance policy would be threatened if all discretionary items were paid from reserves this year.
Commissioners pressed staff on timing and tradeoffs; several said they preferred a targeted approach to preserve reserves while moving forward on safety‑critical repairs. The commission directed staff to prepare materials for a capital‑outlay tour and to return with refined options ahead of the public hearing schedule in September.
