Committee rejects urgent-care special use for downtown Harlem Avenue location

The Palos Heights Planning and Zoning Committee voted March 24 not to recommend approval of a special-use permit for a medical clinic/urgent care at 12244 S. Harlem Avenue (PIN: 23-25-229-012-0000).
Dr. Abdullah Hamdallah presented the proposal and explained his interest in locating the clinic in the downtown area; he said he owns several buildings downtown and is developing a coffee shop. Committee members questioned whether a B-1 Restricted Business such as an urgent-care clinic is consistent with the downtown zoning focus on retail and restaurants. "It is not desirable or consistent with past decisions to allow more B-1 Restricted Business in the downtown because the focus is retail/restaurant," Alderman Key said during the discussion. Alderman McGrogan floated a payment-in-lieu-of-taxes as a possible mitigation.
Alderman McGrogan moved to recommend approval and Alderman Scully seconded; on a recorded voice tally the motion failed. The minutes list the vote as: Aye: McGrogan; Nay: Scully, Key; Absent: Lewandowski. The committee therefore did not recommend the special use permit.
