Committee reviews DOLA-funded ADU incentive program to spur housing in Silverton

The Personnel and Ordinance Committee on Aug. 5 reviewed a draft ordinance to implement a DOLA-funded accessory dwelling unit (ADU) incentive program aimed at making it easier for property owners in Silverton to build ADUs.
Anne, the staff presenter, said the town "was awarded the ADU grant from Dola." She told the committee the grant would pay for an architectural consultant to create preapproved ADU plans and to provide "at least 7 incentive payments slash waivers in the value of 4,270" to property owners building ADUs.
The draft ordinance creates a tiered incentive structure. Anne said tier 1 could make preapproved plans available free if an ADU owner agrees "not [to] short term rent it for 5 years." Committee members discussed whether the short-term-rental prohibition should be longer at higher tiers and whether preapproved plans should carry a nominal charge.
Committee members asked staff to return with numbers on AMI thresholds, plan fees and the financial implications of waiving plant- or tap-related fees. Anne said staff will run cost scenarios and follow up with additional community engagement before the ordinance moves to the full board.
