Kayla, the project planner, told commissioners the application revises the previously authorized tentative subdivision map approving 146 single-family lots and applies prior conditions of approval from the original resolution. "The purpose of the application is to revise the previously approved 146 single family lots," Kayla said, outlining right-of-way and frontage changes on Cardella Road, R Street, Monaco and Lehigh Drive and noting staff had filed a CEQA categorical exemption under Section 15183.
The applicant team said the extra lots were necessary to offset higher off-site improvement costs. An applicant representative explained the change came after a street realignment that created additional buildable area: "It's because we realigned our street," the representative said, describing how adjusting the alignment and lot layouts allowed the project to absorb costs for off-site improvements to R Street, Cardella, Monaco and Lehigh.
Commissioners asked about safety and access. Daryl Jordan, the city engineer, said staff worked with the applicant to ensure circulation and apparatus access: "We worked with the applicant to make sure all the circulation patterns are usable and that, all safety apparatus can use the perimeter streeding and the internal streeding. So we're good." After discussion the commission approved the motion (resolution number 4182 was adopted as part of the action); the transcript records the motion was made by Commissioner Gregens, seconded by Commissioner Vu, and the motion passed (the transcript does not record a vote tally).
The approval retains prior mitigation measures and conditions of approval tied to the original entitlement. The applicant and city staff said internal local streets are unchanged and that required frontage work and right-of-way dedications remain conditions of approval. No public opposition or speaker cards were recorded for this item at the hearing.
