County administrators presented a redlined update to the consultation policy (adopted March 19) clarifying definitions, governance and facility access. Commissioners discussed whether the policy should allow grievances over discipline and discharge and whether certain departments should be excluded from the policy.
Commissioner Ramsey moved to remove the Fire Marshal's Office from the policy; the court approved the motion unanimously. He also sought to remove a provision that would direct a consultation team to develop a grievance policy covering discipline and discharge; that motion failed for lack of a second. The court did vote unanimously to allow commissioners' offices to opt in or opt out after implementation and to permit an opting‑out office to retain a seat on the management team.
Administrators said the edits are intended to clarify existing language and to set service‑level expectations. Human Resources said implementation would include additional investigators and labor‑relations staff if grievance scope expands. The court also directed OCA, OMB and HRT to incorporate staffing requests related to the policy into the FY‑27 budget for further consideration.
