The Mayor and Council of the Borough of West Long Branch adopted Ordinance O-26-13 on April 22, 2026, permitting the borough to exceed municipal budget appropriation limits and to establish a cap bank under N.J.S.A. 40A:4-45.14. Councilman Bray moved adoption and Councilman Sniffen seconded; the ordinance was read by title only on second and third readings before the final vote.
The ordinance was approved on a roll-call vote with AYES recorded for Councilmembers Bray, Cioffi, Gomez, Ruane and Sniffen. Councilmember Penta was absent. The measure was posted on the borough’s official legal notice page on April 9, 2026, and the public hearing held with no members of the public speaking on the ordinance at the April 22 meeting.
The council’s action allows the borough greater flexibility in the 2026 municipal budget through a cap bank mechanism authorized by state statute. The council signaled capital purchases are under review and that further budget discussion will occur during the public hearing scheduled for May 6, 2026.
