Waller ISD board accepts superintendent retirement and appoints incoming superintendent

The Waller ISD Board of Trustees approved a retirement agreement for Superintendent Kevin Moran and voted to appoint Bennie Mayes as the district’s incoming superintendent, effective June 1, 2025. President William Warren presented the retirement agreement, which the Board discussed and amended in closed session before a public vote approving the agreement 7-0-0.
At the same meeting the Board approved the appointment and contract for Bennie Mayes, with Secretary Jeff Flukinger moving approval and Trustee Bryan Lowe seconding. The contract takes effect June 1, 2025. Incoming Superintendent Mayes recommended Angie Davis, currently Chief of Schools - Elementary, to serve as Deputy Superintendent of School Leadership and Safety; the Board approved that appointment 7-0-0.
Board action on the retirement and appointments was taken following closed-session deliberations under the Texas Open Meetings Act. The approvals allow the district to implement leadership transitions before the start of summer programs.
