Village Greene final plat approved conditionally; binder surface and bond required before recordation

Development Director Steve Neilson presented the Village Greene final plat (MASD-3131), a 46-lot subdivision on 15.41 acres at Cherokee Drive and Noe Chapel Road. Morristown Utilities confirmed water and sewer lines have been installed, tested and meet requirements, but the street did not yet meet the minimum binder surface requirement under subdivision regulations.
Developer representative Larry Anglea told commissioners that catch basins were installed, curbs would be poured, and the binder surface would be down by the week following the Planning Commission meeting. "The catch basins have been installed, and the street curbs will be poured, and the binder surface will be down by the week following the Planning Commission meeting," Anglea said. Staff recommended conditional approval with final plat recording held until the binder surface is complete and a bond for the remaining work is submitted.
Vice-Chairman Jack Kennerly moved to approve the final plat contingent upon completion of the binder surface and receipt of a bond; Commissioner John Wallace seconded and the motion carried by a recorded vote of 9–0.
