The Planning Commission voted 9–0 to forward an annexation petition for roughly 62 acres along Spout Springs Road (parcels 24 159.00, 159.01 and 159.02) submitted by petitioner Phillip Carlyle, who requested RD-1 (Small Lot Single-Family) zoning for a proposed subdivision with an initial Phase 1 of 61 lots.
Staff said the annexation area is contiguous with city limits and within Morristown's Urban Growth Boundary, and that Morristown Utilities will extend water and sewer service to the site. Neighbors Sami Barile and Pete Barile spoke about the condition of Spout Springs Road, the nearest location of a fire hydrant, school assignments for future children in the subdivision, and traffic-pattern concerns. Commissioner Ventrus Norfolk moved approval; the commission forwarded the annexation and recommended RD-1 zoning to City Council.
City-level actions — annexation ordinance, zoning adoption, and utility extension agreements — will determine final timing and any required public-improvement commitments.
