The decision prompted sharp comments from Councilmember Anne Moss, who said she "hates three‑story townhomes" and expressed concerns about neighborhood character and street parking. DR Horton representative Quin Millet addressed those concerns, saying the revised site plan would add roughly 108 parking spaces through double driveways, that basements are generally not feasible because of groundwater, and that the proposed homes "would be in the low $400,000 price range." Councilmembers debated whether the design would encourage rentals versus ownership; staff recommended double driveways and added HOA enforcement.
The council approved the amendment with direction to allow staff flexibility on driveway measurements and code interpretation. The recorded roll call shows a split pattern of support and opposition by member, with the motion carrying.
