Council forwards Dinkins annexation petition for further review over infrastructure concerns

Payson City Council voted July 15 to approve Resolution 07‑15‑2026‑C to send the Dinkins annexation petition (Parcel No. 30:050:0075) for further review. Michael Bryant, Planner II, presented the petition and told council that staff has concerns about utility planning, transportation and traffic circulation, block length, connectivity to adjacent properties and the difficulty small, incremental annexations pose for long‑term planning and emergency response.

Bryant said staff has not yet determined whether a sewer lift station would be required but noted the "preferred option would be for sewer service to flow north to 100 South." Councilmember Ryan Rowley expressed hesitation about piecemeal annexations, saying incremental development "can create infrastructure and service challenges and may shift costs to existing residents." Mayor Pro Tem Bob Provstgaard said individual owners have the right to seek development and that staff can evaluate proposals in context.

The council approved the resolution with a 4–1 roll call; Lacee Smith voted no. The action advances the annexation to subsequent review processes where staff will analyze utility requirements, right‑of‑way considerations (including potential Payson Parkway dedication) and coordinated developer planning.
