Board ratifies $3.5M intersection grant application, accepts local grants and approves Safe Streets plan

Barrow County commissioners voted to ratify a Georgia Transportation Infrastructure (GTIB) grant application for improvements at the State Route 53/Mulberry Road intersection that requests $3,526,058 in state funding with a local match of $160,740 from Barrow County SPLOST 2023 funds.
Transport staff described the project and asked the board to ratify an application submitted to the GTIB office; the chair called for a motion and the board approved ratification. In the same meeting the board also approved multiple grant-related items: acceptance of $22,046.55 from the county’s community grant fund to purchase specialized forcible-entry tools for public safety, and approval of a memorandum of agreement for a $30,000 prosecution-based Victims of Crime Act (VOCA) grant to support overtime and trial-preparation expenses. As one presenter said of the forcible-entry grant request, “we're here to hopefully have your approval to accept these grant funds in the amount of $22,046.”
The board also authorized the chairman’s signature on a GDOT Local Administering Program (LAP) certification application; staff said three transportation employees have completed LAP certification (named as Jessica Jackson and Amy Morris, plus another staff member). Finally, the board approved a Safe Streets for All (SS4A) comprehensive safety action plan prepared with Foresight Group to enable pursuit of federal funding for county-road safety projects; commissioners emphasized keeping safety the primary objective as projects move forward. All items were approved by voice vote during the meeting.
