The Barrow County Planning Commission recommended approval of a special-use permit to allow up to four residents at a group personal care home at 1412 D Kennedy Road (special use 2020-433). Planning staff noted the request invokes UDC Section 89-179(a) and table 2.3 to permit up to four residents.
The applicant (recorded in the hearing as Paselyn/Jean) told the commission the house currently is licensed for three residents and that their plan is to have four residents, explaining that a larger bedroom could accommodate two residents under Georgia size requirements: "It will be 4," the applicant said when asked about proposed occupancy, and later explained that one larger bedroom "will be housing 2 residents." Commissioners pressed on bedroom counts and parking; the applicant said the property currently has two bathrooms and that a caretaker lives in one room rather than a resident, which affects access and circulation.
Planning staff clarified that the existing special-use allowance covered up to three residents and that the applicant needs a separate special-use approval to increase to four. After discussion about bedrooms and parking arrangements, a commissioner moved to recommend approval and the commission voted in favor. The recommendation goes to the Board of Commissioners for final action on December 10.
