Barrow County approves rezoning of two Carl Bethlehem Road parcels to R1

The planning director told the board that “the staff has recommended approval of the request to rezone with the 3 conditions in your package.” Planning staff also said the Planning Commission recommended approval with those conditions. Applicant James H. Peppers, identified in the record as representing Stacy Pepper Reinhardt and the Pepper Family Revocable Living Trust, offered to answer questions for the board and no members of the public signed up to oppose the request. A commissioner moved to approve with staff recommendations and the motion carried.
The decision follows the county’s public-hearing process: the board heard from the applicant and closed the hearing before opening board discussion and recording the motion to approve. The planning director’s staff packet lists the three conditions; commissioners did not request changes during the meeting. The county clerk will reflect the board’s vote in the official minutes.
