Town of Seward authorizes up to $20,000 from reserves to stabilize slide threatening Patrick Road

The Town of Seward Board on April 13 authorized up to $20,000 from the town reserve fund for immediate stabilization work at a slide that is directly threatening Patrick Road. Councilman William Harlow moved the measure, Councilwoman Wendy Adams Rosa seconded it, and the motion carried with a roll indicated by voice vote: Rosa Yes, Harlow Yes, MaryAnn Nelson Yes, Supervisor Mark Fletcher No (3–1).
The resolution authorizes immediate actions "to help stabilize the slide directly threatening Patrick Road," including placing large rocks, crusher run, culverting, drainage work, ditching, paving, guardrails, widening and other barriers. The funds are to be used for immediate remediation "while other stabilization options and funding sources are examined," the motion states. The Board recorded the funding source as the Town of Seward reserve fund.
The vote followed discussion of recent failures on previously completed mitigation work along West Creek. The Board also unanimously approved contacting the contractor who performed the previous mitigation, Mr. Hans Schonecker, to inspect the failed sections and provide repair suggestions and cost estimates. That inspection request passed 4–0 and is intended to inform further repairs and any extended funding needs.
Next steps the Board required include immediate stabilization using the authorized reserve money and a separate vendor study (an RFP discussed later in the meeting) to identify longer-term engineering solutions and potential outside funding. The area to be studied was specified as between the Patrick Road West Creek bridge near NYS Route 10 westward along Patrick Road to the Seward/Richmondville town line.
