County staff described how the utility department will fund its share from water/sewer funds and that developer contributions via capacity fees will cover the remainder. Commissioners discussed precedent and fairness for future developers; the chair asked staff to return with a per‑gallon infrastructure fee once the project is bid so future developers pay an equitable share rather than shifting costs to existing ratepayers. "We should put all developers on the same level playing field," the chair said, and staff agreed to return with a proposed fee after bids are received.
The commission voted to approve the participation agreement and authorized the chairman to execute it. Staff noted an expected timeline for returning with bid results and a recommended fee per gallon to apply to future connections.
