Dale Klein, chair of the Independent Citizens Oversight Committee (ICOC), presented a consolidated annual report covering fiscal years 2022 through 2025 on revenues and expenditures related to Measure G bond measures. Klein said the committee met three times to review revenues and expenditures and found no issues in the audited years.
Klein and staff said the ICOC used audits and staff-prepared packets to evaluate bond spending. Trustees asked whether the report is distributed publicly; staff said paper copies are printed for selected locations and the consolidated report is distributed digitally, posted on the district website and included in annual district materials. The board moved and accepted the ICOC's consolidated report in a recorded vote.
Trustees complimented the report's presentation and committee work and encouraged broader public dissemination to show how bond funds are being used.
