Henrico County attorneys brief Board on recent General Assembly changes, ordinances to be introduced in July

County Attorney Andrew R. Newby told the Board on June 23 that his office provided a legal update on laws passed during the most recent General Assembly session and introduced staff who would brief the Board in detail. Assistant County Attorney Abram Gagnon reviewed PFAS monitoring and payment-collection updates; Ryan Murphy reviewed filing requirements for disclosure forms under the Conflicts of Interest Act and changes to the county ordinance regulating scooters and bicycles on sidewalks and shared‑use paths; Audrey Burges reviewed law changes affecting the Department of Social Services; and Legal Intern Ryan Zaitoun covered changes related to absentee voting and the conduct of elections at polling stations and other sites.
Newby concluded the briefing by advising the Board that ordinances to implement these changes "will be introduced at the July 28 meeting, with a public hearing at the August 25 meeting." The presentation was informational; no ordinance was adopted at this special meeting. The County Attorney’s office and staff will return with proposed ordinance language and any recommended administrative updates at future meetings.
