Montgomery said the district will initially use reserves to start the project and then backfill those reserves with forthcoming borrowings. She explained the funding sequence: “Right now, this initial cost will come out of the reserves that we have, and then it will be backfilled with the borrow of the 10 mil and the 5, mil that is forthcoming.” She also referenced a larger facilities horizon of about $40 million in planned work. The board held a roll-call vote and carried the motion to approve the bids.
