GSA outlines periodic evaluation work, model updates and plan for coastal monitoring well

Jill Weinberger, the GSA consultant, briefed the board on the periodic evaluation required under the Sustainable Groundwater Management Act and said the team is following Department of Water Resources guidance as it prepares the report ahead of January 2027. "The Sustainable Groundwater Management Act requires that the agency review its groundwater sustainability plan at a minimum of every 5 years after it is submitted," Weinberger said.
Weinberger told board members the U.S. Geological Survey is refining the LA Basin model grid within the Santa Monica subbasin and migrating to a newer modeling platform, changes that will improve predictive capability but are not yet available for the current evaluation. She said the refined grid will likely be usable in a future update rather than the present document.
On monitoring, Weinberger emphasized the need for a coastal monitoring well to track seawater intrusion and reported progress toward installing such a well. "We're not seeing chronic declines in groundwater elevations," she said, adding that current monitoring is sufficient but could be improved by additional coastal and other monitoring sites. The staff timeline targets a September–October release of a draft evaluation so the board has at least one month to review before submittal considerations in January 2027.
