GSA staff: seven recent well and borehole inquiries show permit process is working

Lisa Gold, the GSA secretary, told the board the agency has received seven inquiries about wells or boreholes since January 2026 and that applicants who apply through Los Angeles County Health are being routed to the GSA for verification. "So, we have 7," Gold said as she listed addresses and outcomes for each request, including private irrigation and groundwater monitoring wells.
Gold said some applications were for monitoring wells or shallow boreholes that do not extract groundwater; those applicants were issued a "no objection" response conditioned on providing annual groundwater data and, for irrigation wells, installing flow meters and submitting reports. She noted a City of Santa Monica production well (SM 14) required resubmission of a confirmation letter to LA County in April 2026.
Jill Weinberger, the GSA consultant, and board members said the pattern shows the notification and review system is functioning. Weinberger added the agency will follow up where applicants agreed to provide meter data and annual reports to bolster groundwater modeling. The board did not take additional action beyond noting the report.
