Apopka approves Ridge Phase 3 plan, commissioners press for clearer transportation milestones

The City of Apopka Commission voted unanimously Aug. 5 to approve the Ridge Phase 3 major development plan, which applies to Parcel 3 of the Ridge planned development. Staff planner Jean Sanchez told the commission the parcel encompasses about 30.49 acres, with roughly 14 acres allocated for the proposed apartment development and 363 multifamily dwelling units across 11 buildings.
Sanchez said staff finds the application consistent with the approved PD master plan and the comprehensive plan, but several commissioners sought more detail on transportation deliverables and funding. Commissioners and staff discussed a corridor study and a federal BUILD grant the city pursued to fund widening on Okoye Apopka Road; staff said the grant award and related design and right‑of‑way steps are underway and that full construction is likely years away. Public commenters and commissioners also probed utility capacity, environmental studies and impact‑fee credits.
“On 06/03/2023 the development review committee recommended approval,” Sanchez said in the presentation and summarized the proposed site program, including clubhouse, pool and roadway connections. After applicant and staff responses to questions over traffic signal timing and force‑main upsizing, the commission moved to approve the MDP; the motion carried unanimously.
