Rockdale ISD board previewed 2025-driven policy updates and operating-procedures rewrite

Superintendent Dr. Denise Monzingo told the Rockdale Independent School District Board of Trustees that the district’s Board Operating Procedures will be revised to reflect applicable provisions of the 2025 Texas Legislative Session and returned to the board for approval at the next regular meeting. The board met in a special session July 28, 2025, in the Rockdale ISD Conference Center and took the item as a preview rather than a final vote.
Dr. Monzingo presented a package of proposed policy and statutory-related updates the district intends to fold into the operating-procedures rewrite. The items listed in the minutes were district policy codes BE (LEGAL) and BE (LOCAL); DC (LEGAL) and DC (LOCAL); and statutory items identified as HB 6 (discipline), HB 1481 (cell phone policy), SB 13 (library materials), and SB 401 (non-enrolled students to participate in UIL activities). No formal board action on these policy changes was recorded at the special meeting; the minutes state the updates will be presented for approval at the next regular board meeting.
Board President Charles Miles called the meeting to order at 7:52 p.m., and Dr. Monzingo framed the policy list as an item for future consideration.
