Ms. Plunk described factors contributing to the deficits, citing changes in federal reimbursement rates, a drop in direct certification numbers, equipment purchases and staffing structure changes — particularly full-time staffing requirements at smaller locations — that increased labor costs. The committee voted to forward the transfer to the full board for consideration and approval (motion by Adam Fearon; second by Becky Trimm).
