Monica told commissioners that a certificate of appropriateness is required for exterior alterations, new construction and demolition on properties that are local historic landmarks or that receive financial incentives. "This application is gonna be required for those properties that are local historic landmarks or properties that receive financial incentives," she said, clarifying that national-register contributing status does not by itself create a local landmark.
A commission member asked whether a building that contributes to a nationally registered district is considered a local historic landmark; Monica said it is not automatically a local landmark. She urged commissioners to refer applicants to the ordinance criteria and said staff will provide copies of the presentation and application guidance.
