Kermit ISD trustees decline action on Senate Bill 11 and reject related resolution

The Kermit ISD Board of Trustees voted 6–1 on Feb. 25 to take no action on Senate Bill 11, which would establish a daily period of prayer and reading of the Bible or other religious text in schools. Board Vice‑President Ramiro Antillon moved "to leave things the way they are and not take action on Senate Bill 11 Regarding Establishment of Daily Period of Prayer and Reading of the Bible or Other Religious Text," a motion seconded by Trustee Edward Davila, Sr. The motion carried with Trustee Miguel Urquidi opposed.

Superintendent Oscar Muniz presented the item and later recommended the board decline adoption of a proposed resolution related to the bill. Trustee Ricky Morales then moved "to decline the Adoption of Board Resolution Regarding Senate Bill 11 Establishment of Daily Period of Prayer and Reading of the Bible or Other Religious Text," seconded by Board Secretary Lorina Lujan; that motion also passed 6–1 with Urquidi opposed. Board President Lee Lentz-Edwards opened the special called meeting at 7:00 p.m., noting a quorum and that notice had been posted under the Texas Open Meetings Act (Texas Government Code Chapter 551). The meeting included the invocation and pledges before the SB11 items were discussed. The board recessed at 7:14 p.m. for closed session and later returned to open session; the meeting adjourned at 7:54 p.m.

Because the board declined both to take action on the bill and to adopt the proposed resolution, no changes to district policy were advanced at the meeting. Superintendent Muniz had presented related policy references (DGA Local, FNA Local) but the minutes state no policy action was necessary since the resolution was declined.
