Conservation committee urges Planning Board to require full EIS for Orchards on the Hudson

Mici Simonofsky, chair of the Town of Marlborough Conservation Advisory Committee, read the CAC’s report at the April 28 workshop and urged the Planning Board to require a Full Environmental Impact Study for the proposed Orchards on the Hudson development.
"We are urging the Planning Board to ask for a Full Environmental Impact Study," Simonofsky said as she summarized the committee’s letter. The CAC flagged multiple areas for study, including potential soil contamination because the site was once a quarry, impacts to drainage and local watersheds, traffic and connectivity along the 9W corridor, light pollution from an estimated 103 homes and the effects on nearby hamlet businesses that rely on a parking lot located on part of the proposed site.
The CAC noted that the developer may control nearby parcels on the 9W frontage and recommended the Planning Board consider how any associated commercial development would interact with the residential plan. The committee explicitly supported Scenic Hudson’s prior November 22 letter and recommended the Planning Board issue a Positive Declaration under SEQR to trigger preparation of an EIS.
Simonofsky’s report asked that the CAC letter be included in the Planning Board record and minutes. The board received the CAC report as part of the meeting record; the Planning Board will determine whether to require an EIS as part of its review process.
