Council approves blanket allowance for wildfire mitigation in Anasazi Plateau conservation easement

The Springdale Town Council on April 8 approved a blanket allowance permitting homeowners on the Anasazi Plateau to trim native vegetation within the conservation easement for the purpose of meeting Wildland Urban Interface (WUI) Code defensible-space requirements. Pat Campbell moved the measure and the motion passed unanimously after extended discussion about insurance-imposed deadlines and emergency exceptions.
Under the Council’s decision, vegetation modification must be carried out by a licensed arborist or other qualified tree professional briefed on WUI Code requirements; only vegetation necessary to achieve WUI defensible-space compliance may be removed or modified; and a property owner must submit a sketch plan with dimensions to the Community Development Department before work begins so staff can determine necessity. The Council also ratified the Town Manager's prior authorization of emergency vegetation modification taken to preserve a homeowner's insurance coverage and agreed staff should explore guidance from the State Insurance Commission on WUI/insurance conflicts.
