Springdale adopts Community Clean Energy ordinance, sets rates and opt-out rules

Springdale’s Town Council on April 8 unanimously approved Ordinance 2026-11, joining the Utah Community Clean Energy Program offered through a partnership involving Rocky Mountain Power and the Community Renewable Energy Agency. Council Members Randy Aton and Kyla Topham presented the ordinance and outlined program timelines and rates.
Under the ordinance, Year 1 rate collection is expected to begin in early 2027. The initial residential participation rate was stated as $4 per month (described in the minutes as a $3.88 monthly participation fee plus a $0.12 monthly surcharge to fund the low-income program); qualifying low-income residential customers will be exempt from the $4 fee. Non-residential customers will pay $0.00609 per kilowatt-hour used per month, plus the $0.12 monthly low-income surcharge. The Council also heard that participating communities were required to pass an ordinance by June 2, 2026, and that customers would receive two notices offering an opportunity to opt out at no cost before a termination fee would apply after four billing cycles.
Council members discussed outreach to business customers and suggested using the Town newsletter and website to help inform affected accounts. The ordinance passed by unanimous vote, and the Mayor was authorized to sign.
