Plan Commission approves vacation of alley on 500 block of Blaine Street

On Aug. 4, 2026, the City Plan Commission voted to vacate the alley on the 500 block of Blaine Street, approving a petition the Board of Public Works had recommended for approval.
Agency official (S3) told the commission the alley has functioned as a shared driveway and that vacating it will reduce city maintenance obligations and allow adjoining owners to formalize private access. "As far as public works department, we feel it's in the best interest to vacate it," the official said.
Property owner Brian Hoffman (S5), who said he owns an empty lot adjacent to the alley, described planned lot-line adjustments so the neighboring owner would have sole driveway access and a new house could be served from Fifth Street. "What we're just gonna do is we're gonna be changing some property lines in there and it would be his sole driveway then," Hoffman said.
Committee member (S2) moved to approve the petition; the commission approved the motion by voice vote with no roll-call recorded. The commission record notes the Board of Public Works recommended approval and that vacating the alley will remove a city maintenance obligation and convert a shared driveway into private access for the adjoining properties.
The commission took no additional written public comment on the item at the meeting and proceeded to the next agenda item.
