Kincaid hears offer to take over Jeisyville water billing and considers liens on three properties

Mayor Tony Pezze told trustees that officials from nearby Jeisyville asked whether Kincaid would assume their water-billing operations for roughly 57 accounts (meter reading would remain separate). He estimated the cost to convert and equip accounts at about $31,000 and suggested Jeisyville could repay that sum under a contract spread over 10 years if their board agreed.
Pezze also asked permission to place $500 liens on three properties (Janie Nobles; Randy Nobles, Taylorville Street; and Daniel Beck at County 5 and Walnut) for unpaid weed and trash abatement. Attorney Rahar said if funds are owed, staff can proceed with collection steps and a certified letter would be appropriate before enforcement. Trustees did not record a formal vote on the Jeisyville offer at the meeting; steps on liens were discussed as administrative follow-up.
