Kincaid trustees to study fuel‑card alternative and delay tank purchase

"It may not be good," said Trustee Broccardo while discussing site access and whether tanks at the sewer plant were secure. CJ Vacker, who operates public works equipment, said the yard is paved to the entrance and tank access will be locked and secured.
Trustees discussed an alternative: a fleet card (Wright's Express) that requires equipment numbers and mileage and provides monthly itemized reporting. Supporters said the card would reduce upfront capital costs and provide transaction-level controls; opponents raised concerns about bulk pricing and availability in emergencies. Trustee Paso moved to investigate obtaining a Wright's Express-style card and to confer with local providers about emergency access; Trustee Broccardo seconded and the motion passed with all ayes.
The board did not approve the tank purchase. Staff was directed to research fleet-card vendors, report back on pricing and implementation logistics, and to ask Illinois Risk Management about insurance implications for existing tanks during the transition.
