Kincaid board lets family place RV on lots if back fees are paid and progress reported

Linda Burchi asked the board for permission to place an RV on three adjoining lots she and family members are assembling so they can supervise site work for a building they purchased. Trustees pressed Burchi for clarity about unpaid ordinance fees and timelines. "We forgot about it for a month and then…" Burchi said when asked about missed payments and committed to catching up the arrears. Village attorney Rahar and attorney Dillon Tate (on a brief Zoom appearance) advised documenting a temporary agreement that lays out dates and milestones.
Trustee Broccardo moved to allow the Burchis to place an RV on the lots once outstanding balances are paid in full and so long as monthly payments remain current; Trustee Nelson seconded. The motion passed with all ayes. The board instructed counsel to draft a short written agreement specifying the payment condition and a reporting date (board members discussed a March update, with one trustee suggesting June 1 if weather delays occur). The approval is explicitly temporary pending a permanent zoning or ordinance resolution.
