Resident proposes backyard-hen ordinance; board to send draft to committee

Clare Duran told the board there is renewed local interest in allowing backyard hens and offered a detailed draft ordinance covering permits, setbacks, coop size, inspections and an annual fee. "This way we can go out there and look at their plans of where their chicken coop is going to be," she said, proposing a $25 annual permit fee, 20-foot setbacks from residences and a six-hen limit per household while allowing larger holdings on larger lots.
Trustees responded that covenants or homeowners associations could still restrict coops and recommended sending the proposal to committee for review and to draft an enforceable ordinance. Trustee Paso said a permit process would "keep people as honest as we can get them to be," and Trustee Rahar suggested financial and committee review before a vote to address conditional exceptions such as larger properties or co-op arrangements.
