Chairman Henry Dobbelaar opened the meeting and the application was deemed complete before commissioners considered the proposal.
Attorney William F. Rupp represented the applicant, William Kundert Sr., who told the board the site would be used only for internal vehicle prepping—removing plastic coverings, setting up onboard computers, performing safety checks and washing—and that no mechanical work or vehicle sales would occur at the Williams Avenue location. The applicant said the prep department will employ about five to six workers and that approximately 170 vehicles are stored at a separate Hackensack location; all sales will continue at Kundert's Route 17 facility. The board record notes the property is surrounded by commercial and industrial uses, including a NJ Transit rail line and a Public Service substation.
Applicant representatives agreed to clean up debris and vegetation and said the landlord will repave and restripe the lot; they also agreed to comply with the Board Engineer and Planner reports and with local signage requirements. The applicant told the board the site can accommodate 25 employee parking spaces and that between five and 20 prepped or staged vehicles could be parked there pending customer delivery. The application record states the proposed use is consistent with Hasbrouck Heights' master plan and with nearby automobile-related uses along the Route 17 corridor.
No members of the public spoke in favor or opposition. Board member Eric Mason moved to approve the application; Vincent Risalvato seconded. During roll call, seven members voted aye and Councilman C. Blum registered an abstention; Russell Lipari had been listed earlier as recused. The board recorded the application as approved. There were no further items and the meeting adjourned at 8:50 p.m.
