Osceola council sets Aug. 18 public hearing on W. Clay Street trail extension over I‑35

The motion to approve Resolution 2026-33 was made by Council Member George Fotiadis and seconded by Mel Miller; the roll call vote was unanimous.
The resolution states the city is the project sponsor and that the project was advertised through the Iowa Department of Transportation and is funded in part through the Iowa DOT Transportation Alternatives Program. The council directed the City Clerk to publish notice under Iowa Code Chapter 26. After the public hearing, the council intends to consider a resolution approving plans and, if appropriate, awarding the construction contract to the lowest responsive and responsible bidder, subject to Iowa DOT concurrence and completion of federal and state requirements. "A public hearing on the proposed plans, specifications, form of contract, and estimate of cost for the W. Clay Street Trail Extension over I-35 Project ... is hereby set for Tuesday, August 18, 2026, at 7:00 p.m.," the resolution reads.
The hearing will be held in Osceola City Hall council chambers, 115 North Fillmore Street. The action preserves the council's ability to review bids and contract terms publicly before any contract award.
