Kincaid to send water staff to operator conference; mayor signals firmer shutoff enforcement for delinquents

Trustees authorized travel for water staff to a Feb. 17–19 operator conference in Effingham and the mayor said the village will no longer provide courtesy calls prior to water shutoffs for delinquent accounts.
The board approved sending water department staff to the annual water-operator conference in Effingham Feb. 17–19, authorizing travel for CJ Vacker and one or more staff (Tom and/or Dallas) at a registration cost of $190 per attendee for three days.
CJ Vacker told trustees the conference includes EPA updates and training for operators; Trustee Dees moved to send staff and Trustee Broccardo seconded. The village will use the department truck for travel; lunch is provided by the conference and the trip is planned as a drive-in without overnight lodging. "Everybody needs training no matter if they are retiring or not," said Bob Morris during the discussion in support of staff training.
Separately, Mayor Tony Pezze told the board he will stop authorizing courtesy phone calls before scheduled water shutoffs for delinquent accounts and that scheduled shutoffs will proceed on the posted cut-off day regardless of prior courtesy notices; Pezze framed the change as a response to customers' unpaid balances and repeated nonpayment.
