Kincaid hires Alex Rabin as village attorney; board adopts new recording policy clarifying broadcast obligations

The Village of Kincaid voted Jan. 12 to hire Alex Rabin as its new village attorney and to replace its prior recording/broadcast policy with a new ordinance and policy language presented by Rabin.
Trustee Broccardo moved to hire Alex Rabin and the board approved the ordinance by unanimous vote (Nelson absent). Rabin then explained the updated meeting-recording policy, telling trustees the policy clarifies that members of the public are welcome to audio- or video-record public meetings but the village "is not obligated to broadcast that recording." He said the policy conforms to the Illinois Open Meetings Act and noted the village will continue to review executive-session minutes every six months to determine whether they can be declassified.
Trustees voted to rescind the prior recording/broadcast requirement and adopt the new policy language; Rabin emphasized the change reflects resource limitations rather than a prohibition on public recordings. "Anybody’s welcome to record...the village is not obligated to transmit or broadcast that recording," Rabin said during the discussion.
